Duke Video?
Stellar price on a racing set I want but I have never heard of the shop.
Anyone?

From what I can tell, Duke Video is the manufacturer of the set. You can see the Duke logo right on the box and the spines. So they appear to be discounting themselves.
Keep in mind that these are PAL DVDs, and may be region locked to R2 as well. They have a NTSC DVD set for about twice the price:

Of course, if you have a multi-region DVD player that can handle the PAL to NTSC conversion, you should get the 70-80 set for the same price as the 70-79 set:
