Grocery Outlet has the "Treasure Hunt" dvd's too. I haven't checked any titles, though.

Re: $1.95 Criterion at Dollar General (no case)
Found various minimal packaging films for $ 3.00 at one of
the local. Seems in my area Dollar General is on every other corner.
I usually buy to flip, so the $3 is too top budget.

Are these used DVDs? The disc sticker with the bar code that says 445 (in the picture) looks like what my local library uses on their DVDs?

I just saw Dollar General's Black Friday ad, and it says that the $1.95 DVDs as shown above will be Buy 1, Get 1 Free from Thursday through Saturday. I've bought some GREAT titles in the $1.95 Treasure Hunt packaging recently, including CHE: PART 1, GOMORRAH, GREY GARDENS, and A CHRISTMAS TALE (all Criterion discs), JESUS CAMP, THE MAID, MONSTERS, and MELANCHOLIA. It might be worth checking out if you find yourself near a Dollar General in the next few days.
And yes, they're used.

Re: $1.95 Criterion at Dollar General (no case)
I noticed one of the disks I've seen at a few stores was marked Netflix so I figure that's where they are from. Plus where else would rent out such obscure stuff and have that quantity of it. Between the 5 stores I checked today I probably saw 10 each of Che and Gomorrah and 5 or so copies of a Christmas Tale. No sign of Grey Gardens though but I'll check some more stores next week. Dollar Generals pop up like weeds around here. One thing I thought was funny some of the A Christmas Tale I saw was in the yellow packs that seemed to have the more mainstream movies. At 3 of the stores I checked had the disks from boxed sets in a similar red package for $9.95. I didn't see many though that weren't available elsewhere brand new for that or less this weekend. The most interesting one was probably the biggest rip off for the price Doctor Who the end of Time parts 1 and 2. One store also had blurry disks in blue sleeves for $4.95 but I didn't see anything worth that either.
I ended up getting:
Che
Gomorrah
A Christmas Tale
The Girlfriend Experience
Let the Right One In
Devildoll
Demonic Toys Revenge
My Name is Bruce
All for. 97 each

I stopped at another one today and found a couple more criterions, Grey Gardens which has been found before and hunger which I haven't seen anyone mention
