I remember once they had a similar sparse ad, not sure which month though. It is indeed strange. Perhaps they will have some unadvertised specials.

Don't know if this is a YMMV, but there were several $9.99 TV seasons at my Target that weren't advertised in the flyer.

The ones I remembered were:
Family Guy S7, S8
24 S8
The Killing S1
