Is there anybody who doesn't think this is a big waste of time? I think the fact that the NFL suspended Payton for a year and suspended Williams indefinitely will have much more of an impact than anything that Congress comes up with.

And I find it hard to believe that there aren't already existing laws that make it a crime to pay someone else to hurt someone.

But it lets them look busy without having to tackle any hard problems. And whatever new law they waste months developing won't piss off hardly any voters. Beats tackling taxes, government spending, deficit, energy policy, etc. (And probably keeping them busy with shit like this will keep them from further damaging the country.)
