Disc is region ABC,
extras, about 2 hours worth of video-based extras, storyboards picture in picture, dialogue script (in Japanese only) with the availability to jump to the scene you are reading. None of the extras have subtitles.

Re: [Japan] Arrietty the Borrower DVD / Blu-ray releases
I just bought the Hong Kong bluray today and other than the dialogue script, all those special features are brought into this release (with Chinese subtitles, which I can read perfectly). Very solid release and it looks vivid in HD. Although I find the cover art and even the menu looks kinda bland. The interviews for Hayao Miyazaki and Hiromasa Yonebayashi are pretty lengthy so that more than suffices for added features. Probably the lengthiest home video release Studio Ghibli's ever made (so far). You can even switch video angles during the movie as well!
