Picture in Picture question?

I have a Toshiba 40x81 with the dual tuner POP. I want to watch two sports games at once. Right now I have the cable line going into my cable box, then to the vcr, then to the tv in ANT 1. When I hit the POP button only fuzz comes up in the window. Why is this? Is it because of the cable line going into the cable box? What do I need to do to fix this. I'm guessing I have to have the cable go to the tv first then back out to the equipment then back into the tv in ANT2. But then anytime I watch cable through my digital box I would have to go into the menu and watch it through ANT 2 and anytime I wanted POP I would have to switch back to ANT 1. Which is a hassle if I can avoid it. Can anyone confirm this for me before I waste time doing this. Or tell me the correct way to hook everything up.

Here is the way mine is hooked up (probably wrong now that I think about it, but it sort of does the job):

Cable comes in and gets split in two (one goes to the COAX in on the TV, the other to the digital cable box).

Digital Cable box to receiver with RCA cables. From receiver to TV on input #3.

Primarily leave it in receiver mode (input #3) and use PIP for a very few things. Note: this does not allow me to get digital cable through input #1 - just regular tuner channels (only 2 HBO's - no extra "high" channels), but it does the job...
