Dolby Digital Decoder?

Is it better to have the Dolby Digital Decoder (AC-3 Decoder) in the DVD Player itself or within the Receiver?

The best way is to get a reciever that one if its main purposes is to decode Digital formats. If you use a DVD player, the quality is not as good, because the DD decoding is just a secondary function, it wont be as sophisticated a system as in a Reciever.

electronix_kid is right, also if you get a DVD player that has a dolby digital decoder you need a Dolby Digital-Ready receiver.
