I would like to see more films by Johnny To but I currently just own the MoC Blu-Ray for Mad Detective. Would you recommend the Hong Kong Blu-Rays for Election, Election 2, PTU, Exiled, and the US version for Sparrows? Also are there any other Blu-Ray or DVDs of his films that you would recommend as well?

Just met the guy a couple of weeks ago at the Toronto Filmfest and once again at a Chinese restaurant. Didn't approach the guy, though. Especially with family around me. Even noticed that his translator/assistant was smoking outside as I left the restaurant.
Anyway, the "Election" movies are available on bluray via Panorama. Never bought any Panorama bluray's so I can't comment on the quality. PTU's released by Mei Ah and their releases are usually high quality stuff. Exiled's released on bluray through Megastar so that should be a solid release. Sparrow's from Universe Laser & Video and their BD releases are usually questionable.
And also, "Vengeance" should be coming out soon. Nothing announced but seeing how this movie is produced by Media Asia, I'm sure it'll be released by Megastar and that a blu-ray release is inevitable. I've seen this at the Toronto Filmfest and thought it was enjoyable for a HD purchase.
