Trying to compose a list of Best Buy Exclusives with Figures packaged with the DVDs/Blu-Rays
The one I know of are as follows:
Wonder Woman
Green Lantern
Rise and Fall of ECW w/ Rob Van Dam
I am sure there are other so any help would be appreciated.

i got a Hellboy figure about 2 years ago with one of the animated Hellboy releases. i believe it was the second release.

there were also some transformers robot heroes with the release of the first movie, i have a few silver surfer toys that came with a comic dvd of the fantastic four...

talladega nights - talking bobble-head (dunno if that counts as a figure though)
starship troopers trilogy - marauder figure
alien vs predator - ginormous box with alien and predator diorama
hellboy animated - sword of storm (the second volume) had 3 bust-up figures
transformers - two mini-figures
napoleon dynamite - two bobble-heads (again, dunno if that counts)
office s3 - dwight shrute bobble-head (just count em okay?) plus dundee figure (?)
potc 3 - captain teague figure
tommy boy - bobble-head
