That might work if it had read "the FIFA World Cup" instead of "a FIFA World Cup". When do you ever see World Cup not capitalized?
It is "a" instead of "the" because there have been nineteen of them. You always see it capitalized because the official name of the men's tournament is "FIFA World Cup".
