I really hope the Nanny Carry storyline will end soon from the look of next week's preview.

Peyton has had...
1 father she thought was her real father but wasn'y
A mother who died (before the show started)
Her real mother who dies of cancer in Season...4?
A brother...who was really a stalker
And then a half brother
And now another 'potential' father

Did I miss anything?

Why doesn't grandma Deb recognize Psycho Nanny Carrie? Didn't they meet last season, or was Deb brought back after they jettisoned PNC?

Yep. Her first appearance was in
"What Do You Go Home To? (21 April 2008)"
which was two episodes after "Hundred" (last episode filmed before writers strike...Lucas failed wedding). Nanny Carrie left during "Hundred".

Soppy??? WTH does that mean?

I liked the episode. There was some nice touches of humor and alot of heart as well. I really want the Nanny Carrie saga to come to an end and it appears that next week will finally be the climax. I think Torrey DeVitto has done a good job playing a psychotic bitch, but the story has run it's course.
