I have been trying to find where I can do thin on my paypal account for 30 mins, have they stopped offering this service?

I think you have to download and use their plugin. https://www.paypal.com/us/cgi-bin/webscr?cmd=_vdc-hub

Actually once you're at that link, click Secure Cards on the left and it will let you create one.
