I am curious what is going to happen with my CH account when my fulfillment date passes and I have not fulfilled my obligation? I have 2 left to buy but have come across some hard times and am not going to be able to fulfill for a little while?

Somebody can correct me if I'm wrong, but the short answer: when it passes the deadline, you'll get billed 2x$19.95, and then you'll be sent certificates that can be redeemed for your 2 selections when you pay tax+shipping.

^Correct. If a credit card is on file it will be charged. If not, a bill will be sent and if it is not paid the account will eventually be sent to a collection agency.
It is best to just fulfill the account before the deadline because one can then use a B1G1F code (and free shipping, if available) to get more DVDs for the same cost of fulfilling. This option isn't available if one waits to get the certificates good for one DVD each.
I realize that it would be difficult to fulfill if one is seriously strapped for cash. Any friends who would be willing to buy the DVDs from you? (You could order whatever they want.)

It's not like the deadline is set in stone. I had an account that came due back in December and while I was still able to log-in and decline the DS selections every few weeks, it still indicated my required purchases and deadline. I did finally receive my "DUE on Contract" invoice months later. You may have longer than you think.
Example: If your deadline is August 25th '08. As long as you regularly log-in and decline your DS and thus not accrue any more account balance, you should be able to access your account and place an order (B1G1, preferably) long after the deadline. Perhaps even thru the month of October '08. This has been my experience. YMMV.
