I think a Fry's employee has posted in the past to indicate that the Fry's checkout system cannot be configured to perform B1G1 discounting. So, they simply cut the prices of the relevant titles by 50%.

I just bought Terminator by itself for $9.99.

Ask someone in the video department where the on-sale Blu Ray discs are located if you're having trouble finding them. My local store only had a handful of the titles on the shelves this morning but had multiple carts full of these discs (30-60 per title) in the Music department. A few locations seem to be doing the same.
