What I'd really love to see would be the attorneys from L&O trying to clean up after the cops from The Shield.
If I am constrained to the shows:
DA: Schiff
EADA: Stone
ADA: Kincaid
ADA: Desmond (from Conviction)
ADA: Rossi (again, from Conviction -- I want a little more of the Law in my Law & Order, and I think that means giving Kincaid some young ADAs to supervise)
Captain: Cragen
Detective: Munch
Detective: Tutuola
Detective: Logan
I'd spread the love around and show a good number of recurring characters outside of these.

District Attorney: Adam Schiff (Steven Hill) -Hey, I like me some Mission: Impossible in my Order.
EDDA: Ben Stone (Michael Moriarty) -I like a little kooky in my Order; plus Stone way a way better EDDA than McCoy.
ADA: Paul Robinette (Richard Brooks) -I always liked how he was quiet but if he had something to say he'd say it!
Captain: John Munch (Richard Belzer) Yes, I know that he did it for one episode of SVU and he didn't like it; but it's time Munch gets more than 2 minutes of screen time per episode! Homicide: Law & Order!
Detective: Phil Cerreta (Paul Sorvino) -I loved Lenny like an L&O fan but we need a little Goodfellas back!
Detective: Lenny -who else?
Detective: Logan -He can trade off once and awhile with Lenny.
