Roan Group DVD Collection

Is the Roan Group Collection licensed material or is it considered public domain? There are some true gems in the collection, and better quality than the same items released in the public domain. So this brought up the question in my mind. Are they a private collection (now owned and distributed by Troma) licensed material, or is it still considered public domain?

the versions Troma owns are restored (back in the laserdisc days) and are liscensed product, even though some of the films are in the public domain. same thing goes with some of the colorized films that have been showing up.

I've noticed lately that a good deal of their noir titles are quietly going OOP...
