To be honest, Coupling did get better once it found it's groove and started doing original material.
However, the reason they get the unaired episodes is due to the deals the studios set-up with a lot of these international broadcasters. For example, NBC ordered 13 episodes of Coupling, which were filmed, but only 4 ever saw the light of day in the USA. However, since these episodes were already filmed and completed, NBC/Universal is able to sell the set of episodes (most likely with additional shows attached to the price tag) to international broadcasting companies who need more content and are unwilling to produce it themselves. This is why when a television show is cancelled, the show will most likely premiere it's unaired episodes in different countries (until the eventual DVD, BR, HD-DVD, whatever release).

Is there anywhere online where the Coupling-US unaired eps appear? It would be intertesting to see them.
Regardless, Coupling was going to have a tough time working here because of the prudish standards. Same thing goes for Footballers Wives-US whose pilot didn't get picked up by ABC.

The ironic thing about Coupling is that if it was on say a network like The WB, it would've been able to pass by. The show happened to be on the same time as the sitcom Off Centre which gave every watchdog groups out there a run for the money each week (in which episodes would be dedicated to masturbation, getting crabs, and shitting in Carmen Electra's toilet).

Let's also not forget that in certain other countries, limited series are much more common than they are here. A 13 episode run is a disappointment here. 13 episodes is at least sometimes considered plenty in other places.
