Considering it's a $40 CC title, that's not too shabby.
EDIT: Looks like all the $40 releases around that time are $24.99, while the $30 ones are $19.99.

i'd like to vouch for the movie itself, by the way, it's not very widely known but it's probably my favorite film-noir (incidentally, my top three noirs are all billy wilder movies -- double indemnity, sunset blvd, ace in the hole).
that's a good price but i've spent enough lately.
