Dell recently had an AMD 3200+ based machine for $289 free ship, but that was last weeks deal, this weeks includes the 19" LCD for $419
Wait until next week and the deal will change again. A cheap Dell is still supported by Dell and is a good way to go.

You can also try the Dell outlet for refurbs, since they generally don't include monitors while their other hot deals generally do include them.

Why not take advantage of one of the free monitor offers and sell it?

We've had good luck with the refurbished system we bought from Dell Financial Services (http://stores.ebay.com/Dell-Financial-Services) on eBay. Models tend to be a bit older than the ones at the Dell Outlet store, which also runs some good deals (as long as a shipping discount is available).
I went with a GX240 desktop because I already had accessories and compatible upgrades (RAM, DVD-R drive, etc.) from my previous system. It's a P4/1.5GHz that is used for tasks similar to the ones you list, and it's more than enough. It came in at less than $150 shipped over a year ago and included a brand new keyboard and optical wheel mouse.

I would go for Dell. If you don't want any accessories and monitor, you can remove them through Customize button.
