Hello and Nowhere Man DVD Question

I write for Blogcritics.org, and occasionally I'll review stuff like Nowhere Man and other shows that had a short-life or haven't been seen in years (F Troop). One thing that kills me especially in the case of the Nowhere Man DVD Complete Series is that alot of the smallest sounds (Bus driving by, guns being shot) are given a much louder tone than the diagloue.

Since I review DVDs for the site, I'd like to know a bit more about why that is and if it's just the way a DVD player is set that relates to how it actually gives sound as opposed to how they produce it via the studio.
