Help me pick a couple of games
I'd like to buy a couple of games for my PC, but have no idea which since my computer is kind of old. Anyone have any suggestions? I'd like a soccer game, and maybe an action game(Call of Duty, Rainbow 6?). My computer specs are:
650Mhz processor
512 Ram
Radeon 7000 video card
15Gb free.

So, what's my most limiting factor? Should I get a new video card, or is just an all-around issue where games are going to suck until I get a new system?

A new video card wouldn't help. You probably don't even have an AGP port.
Not to mention that you probably have a slow processor, an obsolete motherboard, a slow (and small probably) hard drive, slow RAM, etc.
There are games you can play, just hardly anything in the last 5 years. Change the graphics settings to as low as they go, and then gradually increase them until it degrades performance.

Personally I think your computer is not up to the task of playing the current games. I could be mistaken, but I think your CPU doesn't even match the Minimum Requirements listed for most games that other members are listing.
Here's my recommendation:
Instead of investing into upgrading your PC, save your money for a video game console. Since you are looking into a soccer game, Xbox and PS2 are likely to be the cheapest to cover the most soccer games available right now. They both have very good 'Action' games as well, though the titles you listed are typically found under the 'First Person Shooter' category, in which case I would recommend the Xbox.

One of the best soccer games ever created is called World Soccer Winning Eleven 9 and you can find it on the PS2, Xbox, and PC (but not yours)
