If you can count him as a villain, Godzilla, when he's mean, particularly G-85. When he's not playing kiddie spiritual hero (which is also fun), Gojira is totally bad-ass, with no remorse for human or monster life!
On the human side of things, Dustin Hoffman as Hook has always been a favorite performance of mine. Christopher Lloyd's turns as villains, even in 80's camp films, are also very unique and convincing!
Oh, and for total creep factor, Robin Williams in One Hour Photo... wow!
Dr. Christian 'The White Angel' Szell from "The Marathon Man".

Some more cool villains:
-John Malcovich as any villain
-Christopher Walken as any villain
-That dude in Robocop 2 who became the "bad robot"
-Boy #6 Kazuo Kiriyama in Battle Royale
-Girl #11 Mitsuko Souma in Battle Royale (she's painfully beautiful)
-The lady who played Satan in The Passion of the Christ (she's pretty sexy herself)
-Osama Bin Laden in Fahrenheit 9/11 (George Bush is a villain, but he's not "cool", so he doesn't qualify)

Cain. Made the drug 'Nuke'.
Played by Tom Noonan, who is probably best known as serial killer Francis Dollarhyde in "Manhunter".

Common people! 2 pages and not one person.
Benny, Commando.
Benny is a repressed homosexual who wears chain mail and has a strange knife fetish for Matrix (Arnold Schwarzenegger). Not to mention super human strength from high voltage, definitely "cool."

If you're a fan of the original "CSI", star William Petersen- who is the lead in "Manhunter", is the man in pursuit of Noonan's character...Noonan later appeared on an episode of "CSI" in what was obviously an intentional reunion of sorts.

Believe it or not I've never seen CSI. I know it's a popular show but I try to avoid shows and television in general unless it's sports or news (including E news) related. Can't stand most shows. That's interesting though.

Darth Maul
Oddly enough i think Darth Maul could have been a really cool villain if he had been developed at all. Some of the books go into him a bit more and make him more intriguing.
Personally i like the more imperious villains in Star Wars like Count Dooku or even Grand Moff Tarkin.
Some of my favorite villains who haven't been mentioned are
Chuck De Nomolos (Joss Ackland in B&T Bogus Journey)
Hedley Lamarr (Harvey Korman in Blazing Saddles)
Go Fujita (Billy Chow in Fist Of Legend)
Richie Madano (William Forsythe in Out For Justice)
Lord Summerisle (Christopher Lee in The Wicker Man)
Lex Luthor (Gene Hackman in Superman)
Scorpion (Chien Sun in The Five Venoms)

Darth Vader is the coolest villain (1977-83) The biggest bad ass, and one of the few times in movie history that I began rooting for the bad guy.
(1999-2005) You have to wipe out anything that was done about him post-1999, as he turned into a whiny little lovesick teenager who didn't get his way, and then he finally yells,
"NOOOOOOOOOOOOOOOOOOOOOOOOO!" to put the final nail in the coffin and more of a reason why sometimes we dont need to know about the past of a character.
