It is the first time I buy a DVD Region 0 (playable worldwide) in format NTSC and I tryed to play it on a Sony DVD-ROM DDU1615 (included on a DELL PC that I bought in USA) with Cyberlink Power DVD 5.0 and when I try to play it Power DVD tells that it is region 1, so I had to change the region code of my DVD player once (and left four changes).
Does anyone know if this problem is corrected with Power DVD 6.0? Because Power DVD should detect it as Region 0 (not region 1) and shouldn't ask for a change of region code to play it.

There is no such thing as "Region 0". Discs that are meant to be all-region are coded as "Region 1, 2, 3, 4, 5, 6, 7, 8". It sounds like PowerDVD is only reading the first region number and stopping there.
An easy way to make your computer permanently region free is to install "DVD Region + CSS Free":

Yep, or Any DVD (http://www.slysoft.com/en/anydvd.html) from Slysoft, which I've bought. Full price is $40, but it's worth it if you have several DVDs from regions outside of your DVD-ROM. Or you can use VLC (http://www.videolan.org/vlc/), a freeware media player that will play all DVDs, regardless of region coding. And yes, this is legal. (But it can be buggy)

Oh, and I also like AnyDVD because it lets you jump directly the main menu, or jump directly to the movie itself.

DVD Region + CSS Free also offers this feature, which I agree is very welcome.

The DVD of EVERYTHING BUT THE GIRL was bought at Mexico (NTSC country) the DVD clearly indicates in the box it is NTSC format

For all the answers I see to this topic can we conclude that region 0 really doesn't exist, and if a manufacturer wants it to be playable on any DVD-ROM it must be manufactured region 1,2,3,4,5,6?

Yes, but there are 8 regions in all.

I've just looked at (here in Prague) the DVDs of classic Czech New Wave films (Forman, Menzel), and they are region ALL. So, technically, it's coded as regions 1-8? I'm just wondering how exactly that works. I haven't even tried playing them without AnyDVD, now that I think about it.
