DVD to VHS.
I live in Japan and we use NTSC like in the US anyway I've made a DVD on my PC with Adobe Premiere Elements and I'd like to send the movie I made to my Mum and Dad in England but they use PAL not NTSC anyway it's easy to burn the DVD into PAL from my PC, but my Mum and Dad don't have a DVD player so what I think I may need to do would be to use my DVD player that also has a VHS recorder to copy the DVD (made in PAL version) onto a blank VHS tape and then send that tape to the UK. Would that work? or since my VHS recorder is Japanese it may output the VHS video into NTSC not PAL?

There is no way you're going to get your VCR to record a PAL tape. The best option would be to take either your DVD or NTSC VHS to a shop that does foreign transfers and have them make a dupe onto PAL VHS.
