I have the French release of Scent of Green Papayas/Cyclo (dbl sided disc) and both sides have no sound. The problem is not with the player, which has no issues with other PAL and NTSC non-region 1 DVDs.

It might very well be somthing with your set-up. I had the disc, sold it, then rented it for my fiancee from Nicheflix....then bought it again. 3 versions all with perfect sound.

At a guess, this is originally an old release?
In that case I guess the sound is in MPEG2, which was meant to be the alternative standard for European releases (fortunately didn't happen), and not DD or PCM.
There are a lot of players, even European (especially newer ones, as I don't think there have been any MPEG2 audio dvds since the first couple of years), that won't play MPEG2.

What player do you have? I had an older JVC that wouldn't play the sound on that disc until I changed the settings on the player from Bitstream to convert all to PCM. Give that a try.

I own this set and the sound is indeed in MPEG2... I had to change the PCM setting in my old Malata (before it blew up) to get the sound to work.

I have a Pioneer 578 (JVB codefree mod). Got the sound to work by switching MPEG to PCM. The French DVD seems nicer than the UK version.
