i have no problem using dvdsoon.com . their shipping time for me has been a lot better than before, and they have some great deals. they have always come through for me, plus the exchange rate makes the deal even more attractive. if you need your dvd that day, well maybe they are not for you.
most recently got in on their 5 star deal (mash, french connection, coffee and cigarettes and day after and had all dvds in hand within 10 days for $37.31 us)

dvdsoon does not have to abide by the usa better business bureau because they are in canada. They charge your card right away, not when the product ships, and if the product goes oos then they try to refund you with store credit. you can try to get them to put the money back to your credit card, but they will take a month to do that.

I have had good experience with DvdSoon. Their cheapest shipping option takes a week to arrive here in NJ. Items they don't have "In Stock" usually take an extra week (or two, if it's a title on fire sale).
Charging the CC when the order is placed is a relatively common practice amongst international DVD etailers. My CC doesn't charge a surcharge on refund transactions but there is always a probability that one can lose (or make) some money due to fluctuations in the currency exchange rates.

I've also NEVER had an issue with DVDSoon and have used them numerous times. This set is amazing, and at that price a true steal. I recommend it immensely.
