PLEASE help with this title of the movie I am talking about......

I can't seem to remember the name of this film, but in the story the bad guy can not shoot the guy he wants to shoot until he looks up at him in the scope of the gun. I think the guy is in some clock tower off the ground and is hunting this guy in the city. I saw it once along time ago and don't have the slightest idea as to what it is called but I know I want to add it to my collection. My roommate thought it was maybe 'assassins' or something like that but he had no idea what i was talking about so I am asking you for help! thank you soooo much!

Sounds like Assassins to me w/ Banderas and Stallone. Was he going to shoot him as he came out of a bank or something like that?

I picked it up as a gift for $5.50 at Walmart for someone recently.
