Best 'BIG BAD' from Any TV Show ever

I know the term is from Buffy and Angel, but you don't have to choose a Big Bad from Buffy or Angel. Out of all tv shows ever, what are say your Top 3 or Top 5 Big bads ?

let's say to qualify the Big Bad in question must have appeared in 3 or more episodes of the tv show

Colonel Decker from A team was cool!

a 'Big Bad' is a villian in a tv show who went up against the 'good guys' of the tv show for several episodes and usually got it's come upperance

For Quantum Leap, it would be Devil Al from the episode "The Boogeyman". That performance still creeps me out, 12 years after the fact.

The Mayor on Buffy is my all time favorite.

Q on Star Trek TNG (and later Voyager) started out as a very good big bad, but his last few appearences really tarnished the character.

Lamest "big bad": Murdock from MacGyver. The guy was so lame that he ended up getting himself "killed" every time he faced MacGyver, even though MacGuyver never deliberately used leathal force.
