Trying to identify a movie saw a long time ago

Basic premise from what I remember is that this guy (I believe it's Emilio Estevez but not certain) falls asleep in his bathtub then it cuts to him robbing banks with some girl. He tells people in the bank that he is ripping up all the mortgages or something along those lines. Then the ending is where he finds himself submerged in the water and wakes up.

Can anyone help me identify?

For once I actually knew one of these...

he get killed, but then he's alive in the tub at the end for some reason?
I never got this when I saw it, but I was only twelve or so at the time so maybe it just went over my head.
