From their choices I would pick:
1. Mr. Smith Goes to Washington (1939)
2. All the President's Men (1976)
3. Fahrenheit 9/11 (2004)
4. Wag the Dog (1997)
5. Primary Colors (1998)
6. All the King's Men (1949)
7. Election (1999)
8. The Candidate (1972)
9. Dave (1993)
10. The Manchurian Candidate (1962)

I've seen both several times each and while both are excellent films, MR. SMITH is simply a more fun film to watch. Jimmy Stewart is excellent and the film has a supporting cast that is just delightful.
SMITH also has some comedy mixed in it which I think audiences (in general) appreciate more than an out and out drama.
I always thought KANE appealed more to film scholars and the like more than regular audiences.
