Honestly, I can't pick just one.
These are my favorites:
Iron Maiden - Piece of Mind
Dio - Holy Diver
Ozzy Osbourne/Randy Rhoads - Diary of a Madman
Armored Saint - Symbol of Salvation
KISS - Revenge
Any one of those would fit the criteria of my "favorite" album on any given day, and I think that they are all among the "best" of all time.
I could probably list another 20 albums that would be in that category. There are tons of great albums out there....

(Anyone who has not heard this or seen the DVD it is so worth the money even if you aren't an AIC fan you might like unplugged version it is awesome)
