Its the stud belt that makes the buckle work.
I'm beginning to think this Retro Nintendo thing has gone far enough.

$19.95 for just the buckle? It's not that hard to modify an NES controller. Also much much cheaper. But people will probably buy it anyway so more power to him, I guess.
