My question is...does this mean the Xbox controller being used on the PC can now be used with any game, instead of using a regular joystick or wheel? Or does it only work on specific games and/or emulators?

It'll work in any game that supports joysticks/gamepads.

with the xbox being setup much like a PC, the controllers are simply USB with a different connector for the Xbox ports. If you change the connector your pc will see them simply as any other USB controller. This means any PC game that work with USB controllers will work for you with he xbox controller.
The same works for the Xbox controller add-ins. If you have a thumb drive you can make a "memory card" out of it just by making a cable the connects PC-USB to Xbox-USB.

Since I have that USB-to-Xbox cable already, does that mean I can now use a computer steering wheel on Xbox racing games?

USB to XBox doesn't work for games unfrotunately.
The XBOX will just refuse to recognize your controller.
