West Wing and Foreign Intervention

So in the season finale we learn that Bartlett was upset over the use of peace keepers in the Philipines. I just got done watching Inauguration I & II and in there we learn that Bartlett changed policy to promote intervention and peace keeping. Of course this was 4 years later. But we learned that in the 80s he made a speech promoting this doctrine. Seems contradictory

a lot of the characters on that show are hypocrites. I don't remember specific instances, but at the time that each hypocrite position was shown I noticed it
