I heard that English voice-overs of Asian movies started during WWII using English speaking soldier and sailors during the occupation. Anyone know anything about this? Is this as obscure as the Uma's joke in Kill Bill 2 thread?

The occupation of Japan continued long after the end of the war. Dubbing probably started then.

I can't imagine that Japan's film industry was very active during WW2 and China's must have been pretty devistated at the time as well.

Hong Kong English dubs were done in HK. Many Japanese film dubs were also done there because it was cheaper. Being a British colony at the time, HK had plenty of native English speakers living there. Of course, they were most certainly not trained voice actors, just people doing it on the side to make some extra cash. And unfortunately, it shows.
