But nothing is ever explicitly mentioned on who sired her, although the Graduation Day incident seems like a strong possibility.

The Angel-siring-Spike thing has been fanwanked pretty hard, since it's apparent the writers screwed up.
In Spike's first appearance in the second season, "School Hard," he says to Angel "You were my SIRE, man!"
Some have said that because later on "Buffy" they said Angel was his grand-sire. Which meant the same thing. Which it didn't. It's just a screw-up.
