I think Ride's Nowhere album is the quintessential shoegaze album. I didn't really care for any of their other albums that much though.
If you go to www.allmusicguide.com you can search for bands by style to get some other recommendations. Looking at their lists of Shoegazing and Dream-Pop bands, I really enjoy Mazzy Star and This Mortal Coil (both of which they classify as Dream-Pop). Mojave 3 is another fairly good one (ex-slowdive members), although a lot of their songs are a bit too plain for my tastes.
I've listened to several songs by some of the other bands they list as popular shoegazing bands, but I was never really that sucked in. I guess its not the type of music that is instantly accessible after just one listen, you kind of have to just develop a connection with it after a while.

Hum may fit into this category although they came well after the movement's peak (which I think of as 1991).
