For me everything that is normally above the post new thread button is gone. no ads, no links to reviews (the links with the pic of the covers), no drop down to change forums.
is it something with my browser, Opera, or did the board code get modified to change the look?

That doesn't look too bad. What resolution is that at? I know this is bringing back up an old complaint, but the top needs to be stretched, considering all the space on the sides.
