does using an S-Video spilitter degrade the video quality

I'll have to have one when i get my new DVD recorder, my DirectV reciever has only 1 S_video output I'll need to connect it to the HT reciever and DVD recorder

Yes it will. You should get an S-Video switch box instead.

If you're looking for multiple, simultaneous output with degradation, you need a quality distribution amp. There are different levels and costs. Ones like this Kramer and TecNec, used for professional applications, maintain the integrity of the incoming video to it's 5 outputs:
