is it content that's not allowed or threads that just run their course

Stuff that somebody wants to keep around for some reason. If it doesn't end up in the Archive, chances are it will eventually be the victim of a purge.

I think his question though was not what caused a thread to be archived, but what caused one to be removed (see references to banned content).

If specifically you are asking about a particular thread in Other that was discussing automotive fuel, the thread starter deleted his own thread. If you delete the first post in a thread, the entire thread is deleted.

Speaking of Archived threads, I just went back and read the one of the morning of 9-11. Amazing stuff.
