Not that I'm aware of. Last I heard, the Fassbinder Foundation was trying to raise the funds to restore this. Criterion would be the odds-on favorite to release it in the US, but at a 15-hour running time, it would be an enormous (and very expensive) undertaking. Certainly one of my most-desired titles yet to be released on DVD.
