Check out dddhouse.com - they are located in HK and are very reliable, selling only legit DVDs. Most of their DVDs are region-free (it's always shown on the title description page). On their home page, you'll see a sidebar on the left hand side, where you can click on Jackie Chan for a complete list of what they have available. I usually receive my order here in NYC in about 10-12 days max.

I was able to get half of those at Best Buy for about $10 each, though Best Buys non-feature DVDs are loosing space to make room for all the new-release blockbusters.
Ebay is always a good source. I've got a few Jackie Chan movies for $1, but you never know if the quality is any good.
Alot of Asian movies are put on DVD very badly. I just bought one from Walmart that was an obvious VCD port. The video was in 320x240! arggg..
My personal favorite is Fearless Hyena. The sword fight at the end is his BEST WORK IMO. That said, Fearless Hyena 2 is probobly his worst work. (We quit while making #2, so its mostly just a mixture of outtakes from #1, with a "look alike" thrown in to fill the gaps).
