WASHINGTON (Hollywood Reporter) - The Federal Communications Commission decided that U2 singer Bono's utterance of an obscenity during this year's broadcast of the Golden Globe Awards did not constitute a violation of the nation's broadcast indecency rules.

On Monday, the government agency's Enforcement Bureau rejected complaints by the Parents Television Council and others that Bono's use of the phrase "this is really, really f---ing brilliant" failed to meet the test for indecency. The bureau ruled that Bono's indiscretion was so "fleeting and isolated" that it did not run afoul of the rules.

The commission defines indecent speech as language that, in context, depicts or describes sexual or excretory activities or organs in terms patently offensive as measured by contemporary community standards. As a threshold matter, the material aired during NBC's Golden Globes telecast doesn't fall into that category, the bureau ruled.

"The word 'f---ing' my be crude and offensive, but, in the context presented here, did not describe sexual or excretory organs or activities," the bureau wrote. "Rather, the performer used the word 'f---ing' as an adjective or expletive to emphasize an exclamation. Indeed, in similar circumstances, we have found that offensive language used as an insult rather than as a description of sexual or excretory activities or organs is not within the scope of the commission's prohibition of indecent program content."

I remember the Chicago DJ Lou Brutus, who made his way "around" fcc rules in a humorous fashion.
He would tell stories about "The Wonderful Land Of Fa", ruled by a handsome king - the "Fa King". He made sure he was kind and honest, because he felt all his subjects deserved a good Fa King. He built centers of learning, including the King's University, which was second to none - "There's nothing better than Fa King U".

Saying it explicitly isn't always as funny as when there's funny ways around the rules, I think. I wonder how long it'll be before it gets allowed on the forum, and how many people will have a Big Lebowski quote in their sig...

This should probably be in TV Talk or Other, Dave.

Anyway, interesting story. I remember Bono dropping the bomb but I never thought anything would come of it. Some people have too much free time to meddle, I suppose.

I seem to recall Bono making the same statement on some other awards show a year or two ago (or is this the same one referred to in the article). I assumed it having to do with 'f***' sounding less vulgar out of a mouth with an English or Irish accent. Like when The Pouges preformed on Saturday Night Live with all the 'f***'s intact, since they were barely recognizable under the accent.

no, I think its when f***ing has to do with having sex. Like, they can let up to 4 f bombs, in a movie, just as long as they don't say it in a sexually oriented fasion.

"Fook" is more liverpudlian/mancunian english. However, the celtic words "feck" still works.

Let's not forget "foulk"(same 'oul' sound as "should", "could" etc).
