Target Rain Check Policy?

A couple weeks ago, Target had a few $10 PSX games on sale for $4. They were out and I got a rain check. On the rain check it says:

"It may also be used to recieve the same percentage off a regular priced substitute item within the same product category."

I tried using the rain check on a Game Boy game and was told that it could only be used on a $10 Playstation game and only if the original item was not in stock. I e-mailed Target and got this reply:

"When a sale item is out of stock, our stores will either offer a raincheck,
or a suitable substitute. A rain check does not guarantee you will be able
to purchase the item; it only guarantees the price of the item if it
becomes available in our stores.

You will need to contact the store for all raincheck concerns. If you have
already talked to the store and are unable to get resolution, you can
contact one of our representatives at 800.440.0680 to further research the
issue. Rainchecks are store specific and cannot be used for online
purchases."

So should I be able use it on any video game or does it need to be a $10 Playstation game?

Thanks.

To me if I was the clerk ringing up your purchase I would say that you would have to purchase another $10 Playstation Game.

If the $10 game you wanted wasn't available, I would offer a different substitute $10 game the day that you wanted to purchase your game, if you didn't want that I'd then offer you a raincheck.

I can't see any store letting you get a regularly priced game at 60% off their regular price.

So yeah, I think it's only a go for a $10 PSX game.
