Digital Cable: Is it possible to choose which channels you get?

I was watching the news about a month ago (St.Louis broadcast) and caught a story that says by law you can choose which non-premium channels you receive and that the cable companies don't want the public to know as they would stand to lose millions. Does anyone know anything about this or have links to state cable laws (specifically IL)? Thanks.

Sort of. I think you can only save money if you want true basic cable and a couple of premiums.

So you order HBO without getting ESPN, CNN, and MTV.
