Both of these Toshiba players have been carefully modified by our expert technicians to play DVDs from any region, in either PAL or NTSC formats. Be wary of competitors who sell similar region-free players. The review states "setup menu allows to change region code"
Try a few local stores for this unit and check the setup menu on remote. Take a foreign coded DVD disk with you.

PS. I took two region 3 movies into store yesterday to verify a Malata unit (under different name) would indeed play these dvd's

To my knowledge; most region 2 dvd's are PAL format.
"setup menu allows to change region code, so, no hack needed there. i tested with some region 2 dvds, it works."

the toshiba unit uses the "Mediamatics chipset" like Malata 520/3600 units, and both those handle PAL's out of the box.
We need some confirmation on this, but I have a feeling the HKflix unit is just code free hacked.
