Need advice quick regarding unregistered Ebay winner

Hi, I just recently started selling a few items on EBay and have already come across a situation I don't know how to handle.

I had a "Buy it Now" winner for my auction, but upon getting ready to e-mail him, saw that he is unregistered and was suspended from EBay. If a person is suspended, are they allowed to make bids -- just not sell?

I don't know what I should do -- in the case of an unregistered user, EBay "help" search said it's the seller's "discretion" to follow through with the sale or not. I frankly am a bit apprehensive about the whole thing -- should I contact him anyway? The person does have some feedback record on file, about a dozen positives -- the latest from within the last week where he was a buyer. Am I being too skeptical -- perhaps it was a minor infraction he was suspended for and I should contact him to see if he's willing to pay? Or should I just file a non-paying bidder/final value fee since I'm not obligated to sell to an unregistered user?

Any advice for this EBay newbie would be appreciated!

My gut feeling says not to sell, if a person is suspended or "unregistered" then i wouldnt take the risk.

I assume that since this person is not a registered user on Ebay (anymore) that if something goes foul in the transaction that Ebay will pretty much say "He's not a user so its not our problem"

If you do decide to sell to him, I'd insist on a money order. I've seen Paypal email you that you've received payment via CC and then a week later come back and say the transaction didn't complete and not to mail the package, when you've already mailed it.

I'd probably give him the benefit of the doubt, but just be cautious and if anything looks suspicious contact EBay and file a non-paying bidder report.

Thanks for the feedback so far! This is really bothering me, and I had a hard time sleeping! I DO feel obligated to get in contact with him, though.

IF I did give him the benefit of a doubt and accept the money order, and sent his parcel with delivery confirmation as stated, does that seem safe?

Ben, thanks for your advice regarding the PayPal cc payment. As a personal account holder, I can only accept a balance or bank account transfer -- in that instance, might there still be a problem?

Can an unregistered user leave feedback? (I've tried to peruse the massive Ebay forum/help areas, and I think it said they can't. I didn't really want to post a query on EBay with my seller name.)

Contact the buyer and if you don't hear back after two attempts then go through the motions for the non-paying bidder credit. Relist and don't use buy it now (I avoid BIN for this exact reason). It is possible, if your buyer was also a seller, that his credit card info got into some problems and eBay was unable to reach this person, so, they booted him/her.
