When I was video store manager, we dealt with a few locals who could repair / transfer damaged tapes to new cassettes. You may want to eyeball the yellow pages in your area.

Firewire isn't an option, because Firewire is a digital connection and VHS-C is not a digital format.
You have three options, as I see it:
1) Find a business that will transfer videos to DVD for you. Might have to be done mail order.
2) Connect the analog audio and video input of your camcorder to the analog audio and video inputs of a properly-equipped computer (you might need a new video card for this). You can then easily burn Video CDs (VCD) with a CD burner, which would be cheap (you need a DVD or CD player capable of playing VCDs to watch them on TV), or onto DVD if you have a DVD burner. VHS-C doesn't have great resolution to begin with, so VCD should be sufficient.
3) Buy a new Mini-DV camcorder. You'll get much better picture quality, and you will be able to connect it via Firewire to a properly-equipped computer, edit and mix sound in the digital domain, and burn quality DVDs.
But I'm a little confused, though. You ask in your second post if it's a problem that you don't have a DVD-RW in your computer. How are you planning to burn the DVDs?
