- Burnout (good arcade racer, very fun IMHO)
- World Rally Championship (you should be sure you know what your getting into in a rally racer, but this is a fun one)
- Tokyo Extreme Racer Zero (very underappreciated racer that many people either love or hate, so rent/borrow first)
- Smugglers Run 2 (non-conventional racer but still loads of fun)
For Sim Racers GT3 is pretty much it.

I actually liked Kinetica. Wasn't the most popular game out there, but pretty good. I never purchased it but I did play the hell out of the two demos I have.

Gran Turismo is, hands down, the best car racing game on any platform. Nothing else even comes close, unless you really dislike simulation racing. In that case, there are some arcade type games out that might be interesting, though I expect Need For Speed: Hot Pursuit 2 will be much better than any of the current crop.
If you like racing games that don't involve cars, SSX Tricky is fantastic. Wipeout is coming soon, and it looks good, and, in the mean time, you can get Extreme G 3, which is pretty decent for less than $20.

I've noticed that no one has mentioned any of the Formula 1 games. Why not? Do they all suck? I haven't played a good F1 game since the original by Psygnosis on PS1.

At E3, there was a game, I think by either Konomi or Capcom called Auto Modelista which is really similar to Gran Turismo. The graphics were really nice but they were like only 30% done and the sensitivity of the game was messed up and too hard to control.

Although it received decent reviews and is pretty damned fun, Rumble Racing barely made a blip on the radar. I really enjoy this game...it's not realistic, but it is fun. Plus, it can be had very cheaply nowadays. I recommend it.
