I'm debating on buying my brother a DVD player for his birthday next week; probably the Toshiba SD-4700 so he can eventually listen to DVD-A.

Anyway, they own a LOT of prerecorded VHS...his TV doesn't support multiple inputs...and he's not using a receiver so he can't switch inputs from a single input into a single output.

Does anybody know of a way to split audio and (hopefully!) S-video connections so that I can run both the VCR and the DVD into the single input?

Yes. Many companies make switchers in the $15-30 range. Check at Rat Shack, Target, Best Buy, or Circuit City. Some lower end models only switch composite, but most $30 models will do S-Video as well.
